Integrated approaches to communal energy-saving

program objective

The project aimis to make Ukrainian participants acquainted with the best practices of making business calculations for thermal modernization of houses in Poland, go through weekly training in Ukraine and develop thermal modernization projects for the selected building of communal property in Ukraine.

program results

1. A call for cities was announced and 10 cities were selected to participate in the project. These cities are Konotop, Pavlograd, Nikopol, Kryvyi Rig, Zhytomyr, Khmilnyk, Khmelnytskyi, Vynnytsia, Pervomaisk (Mykolaiv Oblast), and Cherkasy.

2. A weekly study visit for energy managers from 10 city councils of Ukraine was organized to the Polish city of Katowice. The study visit covered topics related to the energy management in Polish cities and presentation of best practices of energy saving.

3. Thirteen schools were selected in the participating cities to take part in the project. A study visit to Polish cities of Bielastok, Elk and others was organized for teachers of the 13 schools to make them acquainted with the experience of Polish schools in the sphere of education on energy-saving consumption.

4. A weekly study visit to Poland was organized for a national level group consisting of Deputy City Mayors and Ministries representatives. They visited Warsaw, Czestochowa and Katowice to get information about global and local aspects of energy management.

5. A one-day seminar was organized in Kyiv for teachers from the participating schools on methodology of teaching environmental and energy saving subjects in schools.

6. A six-day basic training on energy audit and energy management was organized in Lviv for energy managers of communal enterprises and city administrations of 20 Ukrainian cities.

7. A weekly study visit to Poland was organized for Ukrainian journalists. Major approaches to energy-saving in everyday life and communal sector, methods of house warmth-keeping and energy-saving consumption were presented to them. More then 40 printed materials and media products were produced in more then 10 cities by the end of 2010.

8. A weekly study visit to Poland was organized for Deputy Majors and Heads of Communal Housing Offices from 14 Ukrainian cities. Participants visited Katowice, Tyche and Tarnowski Gory. They saw how solar cell batteries are produced, learned about basics of energy management and optimization of expenses for energy consumption, etc.

9. Ten-hour educational courses were implemented in the participating schools to form energy-saving behavior of pupils. Programs were implemented in the form of “Energy-Saving Weeks” in schools.

10. A competition was organized between the participating schools for the best educational program on informing and visualization of energy-saving consumption in schools and homes, climate protection, and pupils’ research in the sphere of energy-saving consumption. All schools receive devices for safely consumption of natural resources (sensor taps).

11. More than 200 copies of the manual for teachers and pupils were printed with the aim to implement an educational course on the bases of energy-saving in schools. 1500 posters on energy-saving consumption were produced and delivered to schools.

12. An international conference “Ukraine 2010 - a change or continuation in relations with the Polish and Germans?” was organized in Warsaw. The conference is a part of the Polish-German-Ukrainian Energy Forum. Twenty-four people from Ukraine – experts, politicians and journalists – participated in the conference within the funds of the project "Integrated approaches to communal energy-saving".

13. A seminar “Experience of creation, management and functioning of associations of multi-apartment houses owners and implementation of activities on thermal modernization” was organized in Cherkasy for leaders of associations of multi-apartment houses owners. Polish experts and Ukrainian participants were looking for the ways of improving management in such organizations, attracting investments, creation of funds and making thermal modernization of houses.
